"Lost and Damned" isn't the last of what Rockstar has to offer. Rock Star's statement from it's recently updated Twitter post confirms speculation of another DLC for what is now becoming a timeless game in GTA IV.
"The Ballad of Gay Tony" will be the next installment in what looks like a short series of DLC's for GTA IV. If you don't remember; Gay Tony is the in the "Diamonds Are a Girl's Best Friend" mission. He's the one wearing speedos and sunglasses during the diamond exchange with the latino character, Luis Lopez the main protagonist of the the new episode.

Luis Lopez appeared in the "Three Leaf Clover", and "Museum Piece" missions from the main in-game story.
